FALLS ROAD YARD REMEDIATION
Application for Quantity and Quality Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a quantitative control waiver and a qualitative control waiver. If granted, the waiver would allow construction of this project to be governed by the rules and requirements of Baltimore City’s Ordinance 10-277.

Project Description: The project involves removal and disposal of petroleum-impacted soil and groundwater at the City of Baltimore Falls Road (Project Site). This work is being completed per a Corrective Action Plan required by and approved by the Maryland Department of the Environment (MDE). The area of contamination at the project site is situated beneath an existing asphalt-paved parking area located to the west of the on-site roundhouse building. Petroleum contamination at the site has resulted from historic leaking underground storage tanks (USTs) that were removed in the early 1990’s. Approximate horizontal and vertical limits of contamination are included in the attached ESC Concept Plan; significant contamination does not appear to extend beyond 8-feet beneath ground surface (bgs). The total limit of disturbance for this remediation is approximately .38 Acres.
The Applicant is requesting a Quantitative Control Waiver in accordance with Section 23-7 (b) of the City Code. The project meets the definition of “Redevelopment” as described in 21-1(t) of the City code.
The Applicant is also requesting a Qualitative Control Waiver in accordance with Section 23-2 (1) of the City Code. Since the project is a parking lot, the project will return the disturbed area to a predevelopment condition.
