Application for Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide Stormwater management for the proposed project whether or not the waiver is granted.

Project Description: The subject site has an area of 0.404 acres (more or less) and is currently vacant with grass and gravel. The previously existing buildings have been razed. The proposal is to construct nine (9) new single family attached residences with off-street parking pads. The access to the parking pads will be via an existing Public Alley in the rear of the site. The subject site lies within the Patapsco Watershed.

The project meets the requirements of the 2010 Baltimore City Stormwater Management Ordinance by implementing environmental site design practices to the maximum extent practicable. The project is considered REDEVELOPMENT. Therefore, Stormwater Management Water Quantity is not required. The proposed development meets Environmental Site Design and Stormwater Management quality requirements with a proposed combination of Non-Structural Practices (Rooftop Disconnect) and a Fee-in-Lieu.

The Applicant is requesting a Qualitative Waiver in accordance with Sections 23-2(2)(I)(II) and 23-2(3) of the City Code. The Applicant has demonstrated through engineering studies that Environmental Site Design has been implemented to the maximum extent practicable and that any proposed ESD practices which could apply to this project are not feasible.
