Application for Water Quality and Quantity Waiver and Recharge Volume Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for the water quality and quantity waiver and a variance for recharge volume. The waiver for water quality and quantity is for existing impervious area within redeveloped areas of site (Baltimore City Code 7-II-23-2-(3), not providing Environmental Site Design (ESD) to Maximum Extend Practical (MEP) (Baltimore City Code 7-II-23-2-(4), Rev Variance for new impervious areas (Baltimore City Code 7-II-24). The applicant will provide stormwater management fee-in-lieu for the proposed variance.

Project Description: The 1.54 Ac lot size is located within the University of Baltimore Campus in Baltimore City The project site is located in Southwestern Baltimore City and was previously comprised of townhouses city roadways and alleys. The site is bounded by Fayette Street to the north, a private alley to the east and west, and W. Baltimore Street to the south. The limits of the study encompass approximately 1.70 acres. Redevelopment of this site will include every parcel within the project. Under existing conditions, the site is covered by 0.96 acres of total impervious surface area and the remainder of the site is vegetated. The ultimate developed condition will consist of new six story building, driveway and an alley. Stormwater Management Facility will be installed at the northeast end of the site, the proposed underground water quality and quantity management facility will provide the water quality and will reduce the peak runoff for all Storms (1 ,2, 10 and the 100 Year). The project site is not located within the Chesapeake Bay Critical Area.
The Limit of Disturbance (LOD) for this project all lies within MPTC property and will be constructed under a Baltimore City Building Permit. The proposed LOD is approximately 74,100 square feet (1.70 acres), and consists construction of a Building, sidewalk improvements and the associated improvements.
