HOWARD PARK GROCERY PROJECT – DEMOLITION PHASE

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control waiver and a quantitative control waiver. If granted, the waiver would allow construction of this project to be governed by the rules and requirements of Baltimore City’s Ordinance 10-277.

Project Description: The Department of General Services is proposing to demolish several vacant commercial/retail buildings located at #4601-29 Liberty Heights Ave. and #4713-35 Gwynn Oak Ave. in the Howard Park section of Baltimore City with the intension of redeveloping the site, along with previously demolished former residential lots along Maine Ave., into a future commercial/retail center. It is bounded by Liberty Heights Ave. in the north, Woodbine Ave. and a public alley in the south, Hillsdale Ave. in the east and Gwynn Oak Ave. in the west. The total limit of disturbance for this demolition phase is approximately 2.48 acres.

The applicant is requesting a Quality Control Waiver in accordance with Section 23-7(C),(1) of the City Code. Since the development removes in excess of 50% of the existing impervious surface within the Limits of Disturbance, the project is in compliance with the redevelopment criteria for Environmental Site Design to the Maximum Extent Practicable as outlined in that section.

The Applicant is also requesting a Quantitative Control Waiver in accordance with Section 23-7(B) of the City Code. The project meets the definition of “Redevelopment” as described above. In addition, the site discharges into an existing Baltimore City storm drain system of adequate capacity for its runoff.
