Application for Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver to the Baltimore City Stormwater Management Ordinance 10-277.
Applicant: Stewart Services, Inc., Salt D, 1333 S. Clearview Parkway, Jefferson, LA 70121
Project Description: The area proposed for construction is primarily open lawn and drains to an existing Baltimore County storm drain system in Wilkens Ave. It contains no existing impervious areas.
It is proposed to develop the area in a group of walled estates for cemetery graves, including concrete sidewalks. The only proposed/future impervious areas are the proposed walls and walks. The proposed crypts will be entirely underground and the surface will be maintained as turfgrass. In addition, a portion of the proposed sidewalks will be constructed of Porous Concrete. The project meets the requirements of the 2010 Baltimore City Stormwater Management Ordinance by implementing environmental site design practices to the maximum extent practicable.
Per Section 23-1(A)(2)(iv) of the City Code, a waiver may be granted where “The applicant demonstrates through engineering analysis that unmanaged 10-year and 100-year storm events for the proposed development will not cause erosion, flooding or an adverse impact on the receiving waters or downstream stormwater conveyance system…”
As noted, the site drains south into existing Baltimore County storm drain system. Per Baltimore County Storm Drain drawing #77-1236, the portion of the site presently proposed herein for development is included within the drainage area of the existing storm drain. Baltimore County flood records indicate that there is no record of localized flooding and, as noted, there will be no increase in runoff for the 10 year storm. Further, the approved engineering calculations show that the post-development runoff will be the same as the existing conditions runoff. Therefore, management of the CPv, Q10 and Q100 are not required.
The Applicant is requesting a Waiver in accordance with the previously mentioned Baltimore City Code.
