Application for Administrative Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for administrative waiver. If granted, the administrative waiver would allow construction of this project to be governed by the rules and requirements that were in place prior to the Baltimore City Council’s adoption of Ordinance 10-277 on May 3, 2010. The applicant must provide stormwater management fee-in-lieu for the proposed project whether or not the waiver is granted.

Project Description: This project, located in Baltimore City, is for the rehabilitation of the perimeter of the Mt. Auburn Cemetery, which is bordered by Hollins Ferry Road, Waterview Avenue and Annapolis Road. The proposed improvements along each roadway segment are as follows:

  • Hollins Ferry Road: reconstruction of the existing parking area adjacent to the Mt. Winans United Methodist Church, new concrete sidewalk, ramps and curb & gutter from Foerster Avenue to Waterview Avenue, new chain link fencing, slope stabilization and landscaping.
  • Waterview Avenue: repairs and new stone fascia added to existing retaining wall, concrete bus pad along roadway near cemetery entrance, new stone/metal gate and driveway at cemetery entrance, landscaping and sidewalk ramps.
  • Annapolis Road: new stone sign wall at the corner of Waterview Avenue and Annapolis Road, reconstruction of existing concrete sidewalk and landscaping.

Concept approval was granted for this project April 27, 2010.
