Application for Waiver and Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver and variance to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver and variance are granted.

Applicant: Johns Hopkins University, Design and Construction, 3001 Remington Avenue, Baltimore, MD 21211

Project Description: The project involves building a 14,750 sf building and associated site work to support the Johns Hopkins University Lacrosse Program. The proposed building will include lockers, training facilities, team meeting rooms, a reception space and coaches’ offices, as well as a gallery space celebrating the historic achievements of Hopkins’ Lacrosse.

The proposed building and site improvements will replace an existing parking lot. Site improvements include a new entrance into Homewood Field, landscape plantings, hardscape upgrades, and utility work. Stormwater management will be provided through a green roof on the proposed building and a micro-bioretention facility incorporated into the new Homewood Field entrance.

The Applicant is requesting a Quantitative Control Waiver in accordance with Section 23-1(A)(1) of the City Code. The Applicant has demonstrated through engineering studies that unmanaged 10-year and 100-year storm events for the proposed development will not cause erosion, flooding, or an adverse impact on the receiving waters or downstream stormwater conveyance system.

In addition, The Applicant is requesting a Variance in accordance with Article 7, Subtitle 24 of the City Code. The project has implemented Environmental Site Design to the Maximum Extent Practicable. The required treatment volume has been met for the site; however, physical constraints preclude full treatment of the required site area. The project is treating 7,249sf of the required 9,635sf.
