Application for Redevelopment Waiver
The City of Baltimore Department of Public Works, in coordination with Pierce’s Park Management, Inc., Waterfront Partnership of Baltimore, LLC. and Baltimore Development Corporation, is accepting public review and comments on this project’s application for a Redevelopment waiver. If granted, the waiver would allow the construction of this project to be governed by the rules and requirements of to Baltimore City’s Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.
Applicant: Pierce’s Park Management, Inc. 901 South Bond Street, Suite #400, Baltimore MD 21231.
Project Description: The Project Site has a disturbed area of 45,130 square feet or 1.04 acres. The Pierce’s Park project is located on Pier V of the Inner Harbor between the Columbus Center and Eastern Avenue. This project proposes to construct a new park facility in the existing open space/hardscape plaza. The park will include new hardscaping and walkways, plantings, site lighting, perimeter fencing, stormwater management features, grassed areas, and provisions for sculpture/artwork. In addition to pavement reduction, it is proposed that four micro-bioretention facilities be constructed to provide stormwater treatment as required by the Baltimore City Storm Water Management Manual.
The Applicant is requesting a Redevelopment Waiver in accordance with Section 23-7(C)(3) of the City Code. The project meets the applicable requirements of implementing environmental site design practices to the maximum extent practicable and by reduction of impervious area for a combined area of at least 50% of the site’s existing impervious area within the limit of disturbance.
