The Baltimore City Department of Public Works is accepting public review and comments for a request to waive1 Stormwater Management Quantity and Quality Requirements for BGE Project No. WMS 1947499 North Charles Street Gas Main Replacement Project.

Application for Administrative Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for administrative waiver. If granted, the administrative waiver would allow construction of this project to be governed by the rules and requirements that were in place prior to the Baltimore City Council’s adoption of Ordinance 10-277 on May 3, 2010. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Notice is hereby given that the public is invited to comment on the request by the Baltimore Gas and Electric Company, 1699 Leadenhall St, Baltimore, MD 21230 for a waiver of Stormwater Management (SWM) quantity and quality control requirements for the North Charles Street Gas Main Replacement Project.

Project Description:

The Baltimore Gas and Electric Company is proposing to replace the aging existing cast iron underground gas main pipelines with polyethylene (plastic) pipelines along North Charles Street between University Parkway and 28th Street. This replacement is being done to facilitate the City of Baltimore’s proposed improvements in the area.

In order to meet the 2010 Baltimore City SWM Ordinance requirements for the proposed improvements, waivers for stormwater management water quality and quantity control are requested. The project is a pipeline project which will not create any new impervious surfaces and all disturbed area will be returned to its original condition. Water quantity waivers are requested since the project runoff is captured and conveyed through public storm drain systems into tidal waters.
