Application for Redevelopment Waiver, Qualitative Control Waiver and Recharge Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description:

The project has an approximate area of 1.917 acres and is located at 2600 Insulator Drive, Baltimore, Maryland. The project will provide a total of 88 surface parking spaces. No building modifications are being pursued at this time, only site improvements to coincide with the adjoining development. Therefore, parking is intended only to replace what currently exists and improve overall parking lot layout.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.21 ac of this project.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that on-site water quality control is not practicable for an impervious area of 0.05 ac. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.05 ac of this project.

The Applicant is requesting a variance in accordance with Article 7, Division II, §24-1 of the City Code for this project’s recharge provisions. The Applicant has demonstrated that recharge water quality control is not practical. The applicant will not be required to provide recharge provisions associated with this project due to insufficient drop available to outfall potential facilities and due to high ground water table.
