Application for Redevelopment Waiver: Hanover Cross Street Development

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project need not comply with the requirements of the State’s Design Manual for quantity control.

Project Description:

Cross St Baltimore Federal Hill LLC proposes the construction of a 6-story mixed use building with associated site improvements. The design includes 294 luxury apartments with a ground floor residential amenity clubhouse. Amenities include a business center, a media room, a fitness center an exterior pool in a private interior courtyard. In addition to the residential components, a 490 space parking garage and 14,000 sf of retail are proposed. The redevelopment site is situated near Historic Cross Street Market in the Sharp-Leadenhall neighborhood. It will occupy one city block bound by Leadenhall, W. Cross, Race, & W. West Streets. ESD to the MEP is limited to impervious area reduction. All structural and non-structural treatment methods were determined to be infeasible. The project will meet all stormwater management requirements through fee-in-lieu.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide impervious area reduction and 1.26 acres of water quality fee-in-lieu to satisfy the requirements of this waiver.
