The project has an approximate area of 1.39 acres and is located at northeast corner of Park Heights Avenue and Seven Mile Lane. The project will consist of a youth center building with associated parking and amenities.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.06 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.06 ac of this project.

 The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.22 ac of this project.
