Application for Qualitative Control Waiver for Stormwater Management

The Department of Public Works (DPW) is accepting public review and comments on this project’s application for a qualitative control waiver for stormwater management.

Applicant: The Johns Hopkins University 3910 Keswick Rd, N-3100, Baltimore MD 21211
BCNR #: 11567
Watershed(s): Jones Falls
Project Location: 3100 Wyman Park Drive + 200 Wyman Park Drive
Project Description:

This project proposes to disturb 8.60 acres of land. The project is Phase II of the proposed Data Systems and Artificial Intelligence (DSAI) building on Johns Hopkins University- Homewood campus. This project is part of the 2012 JHU Stormwater Management Master Plan (SWMPP), so qualitative control of each project is tracked as a cumulative effort. The proposed construction activities consist of temporary construction access, site demolition, mass excavation, and utility installation. This phase of the project also proposes the removal of three stormwater facilities which currently treat about 0.76 acres of impervious area. These facilities will be replaced / mitigated for in future phases of the DSAI project. Even with this short-term deficit, the Homewood Campus has a surplus of qualitative control.

The Applicant has applied for a qualitative control waiver for this project, in accordance with City Code Article 7, Division II, § 23-2. The existing impervious area in the SWMPP meets the criteria for redevelopment; therefore, the qualitative control requirements will be reduced and quantitative control will not be required. When construction of this phase of the DSAI project is complete, the site conditions will exceed the minimum design requirements for qualitative control; however, these conditions are considered interim. Although this phase will result in a net decrease of 3.24 acres of impervious area; only 0.65 acre of the impervious area removal will be considered permanent and tracked as the cumulative effort for the SWMPP.

To obtain information or send comments specifically about this qualitative control waiver request, please contact Michael Savage, DPW - Plans Review and Inspections Section at Room 227, 3001 Druid Park Drive, Baltimore, MD 21215, (410-396-0732) or by e-mail to dpw.plansreview@baltimorecity.gov. Comments received after 4:30 PM, October 10, 2025 will not be considered.

Any further notices about actions on this application will be posted on the DPW’s website.

What is a qualitative control waiver?

By law, land-disturbing construction activities require stormwater management, specifically qualitative control, which is a system of vegetative, structural, and nonstructural practices, natural areas, environmental site design practices, stormwater management measures, and any other structure that reduces or eliminates pollutants that might otherwise be carried by surface runoff. These requirements may be waived based on the justifications provided in the public notice.

Will it affect my property?

No. The waiver, if approved, should not affect you or your property after the construction is completed.

Will it cost me anything?

No. Any fees associated with this waiver will be paid by the Applicant listed on front page of this notice.

Do I have to do anything?

Noaction is required, but you can send comments or inquiries to the contacts listed on the front of this notice. Please limit comments or inquiries to the subject of stormwater management.
