Application for Qualitative Control and Redevelopment Waivers

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for qualitative control and redevelopment waivers.

Project Description:

The project has an approximate area of 11.66 acres and is located west at the intersection of Mosher Street and North Payson Street, near the Sandtown/Winchester Neighborhood within Baltimore. This project is part of Amtrak’s B&P Tunnel replacement Program, which intends to upgrade a four-mile section of the Northeast Corridor between Baltimore and Washington, D.C. This portion of the project consists of construction of the Frederick Douglass Tunnel South Approach/South Portal and associated site work. Additionally, it will include relocation of sanitary sewer and storm drain, and other site work in on the existing P. Flanigan and Sons Monroe Plant location (1320 N. Monroe Street, Baltimore, MD 21217) in preparation for future tunnel boring and other work for the project. 

Qualitative Waiver

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 4.55 ac of the project will return the disturbed area to a predevelopment runoff condition. The Applicant will not be required to provide qualitative control for 4.55 ac of this project. 

Redevelopment Waiver

The Applicant is also requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.93 ac of this project.
