Application for Qualitative Control Waiver 

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description: The project has an approximate area of 3.05 acres, is located in the vicinity of Conkling St. and Russel St. and shall include Pulaski Highway-US Route 40, Orleans St., N. Highland Ave., E. Monument St., N. Kresson St., N. Haven St., N. Dean St., N. Conkling St., E. Fayette St., Roberts Place, Esther Place, Noble St., E. Baltimore St. and E. Lombard St.  The project will consist of the replacement and rehabilitation of various water mains.   

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that 3.05 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 3.05 ac of this project.
