Baltimore City Department of Public Works Seeks Public Comment on Revised Operation & Maintenance (O&M) Annual Plan Update 

 

The Baltimore City Department of Public Works (DPW) has released a Revised Operation and Maintenance (O&M) Annual Plan Update for the City’s sanitary sewer collection system and is inviting the public to review and provide comments. The comment period is open through November 30, 2025.

In accordance with its Modified Consent Decree (MCD) agreement with the Maryland Department of the Environment (MDE) and the U.S. Environmental Protection Agency (EPA), the City of Baltimore is required to submit an Annual O&M Plan Update to provide for the proper operation and maintenance of the wastewater collection system to minimize failures, malfunctions, and line blockages.

The 2025 Annual Update outlines the City’s approach to maintaining and improving its Wastewater Collection System to ensure reliable service and prevent sewer overflows, backups, and other system issues. The plan reviews and updates the preventive maintenance programs, inspection schedules, data management procedures, and public education efforts designed to strengthen system performance and protect public health and the environment.

Key elements of the Revised O&M Plan include:

  • Regular cleaning and inspection of large-diameter sewers.
  • Sealing and maintaining manholes as needed.
  • Identifying and repairing defects and poor construction.
  • Addressing recurring building backups through targeted lateral repairs.
  • Implementing grease and root control programs.
  • Documenting maintenance activities and system updates.
  • Using mapping and data to identify and prevent recurring problems.
  • Continuing public education and outreach to reduce debris and grease entering the system.
