


New Comment Deadline: December 1, 2025
The Baltimore City Department of Public Works (DPW) is extending the public comment period for the Revised Phase II Plan of the Modified Sanitary Sewer Consent Decree (MCD) to December 1, 2025.
The December 1 extension is being provided to ensure productive feedback from residents and community stakeholders, and to support transparency as the City of Baltimore enters the second phase of its agreement with the Maryland Department of the Environment (MDE) and the U.S. Environmental Protection Agency (EPA). DPW first announced the release of the Revised Phase II Plan for public review in an August 29 press release, with comments originally due by October 1, 2025.
The Phase II plan outlines projects to eliminate Sanitary Sewer Overflows (SSOs) and is projected to be completed by 2046, based on detailed modeling of Baltimore’s sewer system. This means the City will not meet the original 2030 deadline set for finishing the consent decree work.
Residents and stakeholders are encouraged to review the plan and submit comments by the new December 1 deadline:
