Application for Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description: The project has an approximate area of 2.89-acres and is located 2,600’± east from the intersection of Fort Smallwood Road (MD 173). The project will consist of a concrete recycling facility processing raw material to be use in construction projects off-site.  The site will provide ongoing maintenance of erosion and sediment control measures only. 

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 2.535-ac of disturbed area will return to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 2.535-ac this project.
